Kikuzuki Shūei (Hirakawa Toshiko) was born in Kōbe, July 24, 1918. She studied Ikuta-ryū shamisen and koto under Kikunaka Beishū III and Hagiwara Seigin and graduated from the Music Department of the Hyōgo Prefectural School for the Blind. She was awarded her Shihan (masters license) in 1941. A member of the Kyōto Tōdō-kai, she had more than 45 years experience as a teacher and performer.
