Born in Yamagata Prefecture, April 12, 1930, Tokue Yōsei (Tokue Kazuko) studied Yamada-ryū koto and shamisen under Nakagomi Hōsei and Saitō Shōsei, earning her teaching license in 1940. She belonged to the Shōsei-kai and was head of the Yōsei-kai and was active as a performer and teacher for over 50 years.
