Born April 18, 1915 in Tokyo, Fukuda Suisen (Murata Toshiko) studied Yamada-ryū koto and shamisen under Imai Keishō and began teaching in 1934. She was active in Hōgaku for more than 50 years, belonged to the Keifū-kai, and was a councillor of the Nihon Sankyoku Kyōkai.
