Matsuoka Randō (Matsuoka Akira) was born March 6, 1928 in Kyoto Prefecture. He studied Kinko-ryū shakuhachi under Fujiwara Ōdō (Kaneyasu Tōdō lineage). He began teaching in 1968. He was a member of the Kyoto branch of the Japan Chiku-dō Gakkan and the Ō-ryu-kai.
