Born 1909 in Tokyo, Shigenegawa Mihagi (Shigenegawa Noriko) became a student of Yamada-ryū koto and shamisen master Hagioka Shōin I in 1924. In 1931, she was given her teaching license. In 1935, she was given the artists name Mihagi. She was a longtime director of the Hagioka-kai, a council member of the Nihon Sankyoku Kyōkai, and a member of the Yamada-ryū Sōkyoku Kyōkai.
