Born in Tottori Prefecture, July 22, 1907, Togari Sumiko studied Ikuta-ryū koto and shamisen under Takasu Chieko and Wakamatsu Kikuko, earning her Shihan (teaching license) in 1950. Active as a performer and teacher for more than 50 years, she was an executive member of the Hatsugaku-kai and a council member of the Nihon Sankyoku Kyōkai.
