Born in 1936, Nakamura Seitsuru (Sugawara Shizuko) became a student of Tomiyama Seikin I in 1972, learning Ikuta-ryū koto and shamisen. In 1977, she earned her Shihan (master instructor license) and the artist name Seitsuru. She was a master teacher of the Seion-kai.
