Born in Kōbe City, May 25, 1906, Nakami Kiyoharu (Uchida Seiji) studied Ikuta-ryū koto and shamisen under Nakajima Kengyō IV, earning his Shihan (teaching license) in 1919.
Active as both a performer and teacher for almost 60 years, he was a vice-chairman of the Nihon Tōdō Ongaku-kai, president of the Seibi-kai, and a lecturer at Kōbe Gakuin Women's Junior College.
