Born in Okayama City, April 18, 1925, Nishizaki Noritsugu (Nishizaki Haruko) studied Ikuta-ryū koto and shamisen under Nanba Michinori, earning her teaching license in 1945. She was the executive director of the Santen-kai and head of the Okayama branch.
