Born March 23, 1937 in Kanagawa Prefecture, Matsumoto Sachiko studied Ikuta-ryū koto and shamisen under Shimojima Fumiko (of the Hase Kengyō lineage). She started teaching in 1964 and belonged to the Kikune-kai.
