Born May 14, 1920 in Yamaguchi Prefecture, Yoshioka Katsumi (Yoshioka Shimae) studied Ikuta-ryū koto and shamisen under Chikushi Katsuko. She started teaching in 1945 and belonged to the Chikushi-kai.
