Born August 2, 1913 in Nara Prefecture, Inoue Reisetsu (Inoue Yoshiko) studied Ikuta-ryū koto and shamisen under Kikuta Utao I, Nakata Seigin, and Hagiwara Seigin. She began teaching in 1928 and was the head of the Kichō-kai. She was active in the Hōgaku world for over 50 years.
