Watanabe Tomihō (Watanabe Hisayo) was born October 12, 1941 in Shizuoka Prefecture. She studied Yamada-ryū koto and shamisen under Abiko Shōhō and started teaching in 1959. She was the organizer of the Rakuhō-kai.
