Araki Seigyoku (Araki Tatsumi) was born January 26, 1929 in Kumamoto Prefecture. He studied Kinko-ryū shakuhachi under Satō Seibi and began teaching in 1949. He was a Councelor of the Yatsushiro branch of the Bifū-kai.
