Born in Tochigi Prefecture, August 16, 1948, Saotome Fumikatsuo (Saotome Setsuko) studied Ikuta-ryū koto and shamisen under Yonekawa Fumiko I, earning her teaching license in 1966. She was a graduate of the NHK Hōgaku Development Course and was affiliated with the Sōchō-kai.
