Kobayashi Seien (Kobayashi Ryo) was born September 13, 1904 in Nagoya. He studied Seien-ryū shakuhachi under Katō Seien III. In 1946, he became the 4th head of the school, and regularly held Seien-ryū shakuhachi concerts and workshops as head of the Seien-kai. His career spanned more than 50 years.
