Born in Saga Prefecture, May 15, 1929, Shibata Toshiko studied Ikuta-ryū shamisen and koto under Morita Sadako.
She started teaching in 1955, was a member of the Miyagi-kai, and president of the Hōgaku Seigaku-kai.
