Fukuda Ifū (Fukuda Noriko) was born April 20, 1942 in Shimane Prefecture. She studied Ikuta-ryū koto and shamisen under Usui Chikai (Yonekawa Chikatoshi lineage). She started teaching in 1967 and belonged to the Kobe Koto Research Association.
