Born March 6, 1920, Sakai Fumimotoka (Sakai Kimiyo) graduated from the 5th class of the NHK Hōgaku Development Association and started teaching in 1958. She was a member of the Sōchō-kai and a council member of the Nihon Sankyoku Kyōkai.
