Born February 12, 1923 in Yamaguchi Prefecture, Uotani Meisei (Uotani Hiromoto) studied Ueda-ryū shakuhachi under Kawachiyama Kazuaki. He started teaching in 1948. He was a member of the Chikumei-kai, Yamaguchi Prefecture Ueda-ryū Executive Committee, Yamaguchi Prefecture Hōgaku Federation, and Tokuyama City Hōgaku Federation.
