Born in Nagasaki Prefecture in 1927, Wakasugi Chūdō (birth name Noboru) studied Kinko-ryū shakuhachi with Kiyota Shōdō, Satō Reidō, and Yamaue Getsuzan. He was affiliated with the Nagasaki Chikuyu-kai.
