Born September 16, 1926 in Kagoshima City, Ōtsu Jofū (Ōtsu Yoshiyuki) studied Kinko-ryū shakuhachi under Koga Getsudō, Satō Seibi, Tajiri Shodō, and Tsuji Jozan. He started teaching in 1951. He was the head of the Kagoshima Prefecture branch of the Bifū-kai.
