Tominaga Keikin (Ogawa Tsuneyoshi) was born in Osaka Prefecture on May 5, 1871. He was blind at birth. In 1879 he became a student of Tominaga Hisatoshi I (who had studied Tsuguyama-ryū koto and Nogawa-ryū shamisen under Tomizawa Kōtō). He initially performed under the name of Tomiyama Hisaya, but in 1897 he received his masters certification and, upon his teacher’s retirement, succeeded Tominaga as the next generation of the lineage. He devoted himself to teaching. His disciples included Toyama Seikin I and Yamamoto Shinkin.
