Born October 15, 1913 in Mie Prefecture, Kawanishi Shinpo (Kawanishi Masayuki) studied Chikuho-ryū shakuhachi under Sakai Chikuō (Chikuho I). He started teaching in 1938. In 1971, he became Karyo-ken Dai-shihan. He belonged to the Seibi-kai.
