Watanabe Shōfu (Watanabe Fumi) was born April 27, 1910 in Noge, Yokohama. She studied Yamada-ryū koto and shamisen under Koshino Eishō I and began her teaching career in 1930. She belonged to the Wasei-kai (later known as the Sōei-kai).
