Tsukagoshi Kiyoko was born November 12th, 1915 in Yamanashi Prefecture. She studied Ikuta-ryū koto and shamisen under Miyagi Michio and Miyagi Kiyoko and received her teaching license in 1939. She was a council member of the Miyagi Association, an advisor to the Nihon Sankyoku Kyōkai, and president of the Shiragiku-kai. She was a graduate from the Hōgaku Department at the Tokyo School of Music.
