Born July 4, 1930 in Oita Prefecture, Matsuoka Seifū (Matsuoka Hiroshi) studied under Horie Shunpū (Satō Seibi lineage). He started teaching in 1962. He was the head of the Kurobe branch of the Bifū-kai.
