Born March 9, 1921 in Osaka, Matsumoto Seikin (Matsumoto Shigeya) studied Kinko-ryū shakuhachi under Matsumoto Kōdō, Sakamoto Seiryō, and Satō Seibi. He began teaching in 1970. He was the business manager of the Bifū-kai headquarters.
