Saitō studied under Miura Kindō, of the Kinko ryū, when he was a medical student at the University of Tokyo and, after returning to Hirosaki, he studied under Tsushima Koshō, one of the three masters of the Kinpū-ryū. In December of 1936 he and Yamaya Kozan performed Kinpū-ryū pieces for Prince Chichibu in Tokyo.
