Fukuda Fukiyo (Fukuda Hiroko) was born April 2, 1907 in Tokyo. She studied Yamada-ryū koto and shamisen under Yamamuro Chiyoko and began teaching in 1921. She was active as a performer and teacher for more than 50 years, belonged to the Chiyomi-kai, and was a counselor of the Nihon Sankyoku Kyōkai.
