Kikuzuka Chigaku (Kikuzaka Kiichi) became blind at the age of five and, at age 11, he entered the apprenticeship of Kikuhama Kengyō, a disciple of Kikuzuka Kengyō I. After graduating from the music department of the Kyoto School for the Blind in 1914, he became an apprentice under Kikuzuka Sutejirō (Kikuzuka II) and moved to Ōsaka. Upon his master's death he became independent and founded the Koro-kai in 1918. In 1922 he became a teacher at the private Tennōji School for the Blind. He resigned in 1927 and founded the Shunjū-kai. In 1933 he assumed the name Chigaku (later taking on the name of Kikuzuka III) and served as head of the Nihon Tōdō Ongaku-kai and director of the Tōdō’s music school. In 1943, he founded the Nihon Tōdō Ongaku Dōjō, and in 1952 he left the association to found the Nihon Tōdō-kai, serving as its chairman. From 1954 onwards, he served as an officer of the Japan Koto Federation, Osaka Sankyoku Association, Japan Federation of the Blind and president of the Chigaku-kai and Shunjū-kai.
