Hirai Mutsui (Hirai Mutsuko) was born October 15, 1898 in Tokyo. She studied Yamada-ryū koto and shamisen under Ueda Masue and Imai Keishō. She started teaching in 1919. She was a member of the Aifu-kai, a council member of the Nihon Sankyoku Kyōkai and the Yamada-ryū Kyōkai, as well as a director of the Yokohama Sankyoku Kyōkai. Her career spanned almost 60 years.
