Masukata Keiko was born August 10, 1950 in Tokyo.
She studied Ikuta-ryū koto and shamisen under Shintani Kieko, Mineko, and Yamada Misa.
She graduated from the 15th class of the NHK Hōgaku Ikusei-kai, and began teaching in 1965.
She belonged to the Miyagi-kai and Meiko-kai.
