Matsuo Tomoe (Matsuo Tomoe) was born July 9, 1910 in Nagasaki Prefecture. She studied Ikuta-ryū koto and shamisen under Murase Toshiko, Edagawa Yaeko, Takeyama Ryōkuko, and Watanabe Sumiko, and began teaching in 1960. She received her Shihan (Masters license) in 1969. She belonged to the Miyagi-kai Takeyama-sha.
