Born October 2, 1940 in Yamaguchi Prefecture, Urakami Seijun (Urakami Haruyuki) studied Kinko-ryū shakuhachi under Nakamura Seiki. He started teaching in 1962. He was the Head of the Tobata branch of the Bifū-kai.
