Born in Ibaraki Prefecture, August 1, 1907, Saitō Shōsei (Saitō Shōichi) began studying Yamada-ryū shamisen and koto at the age of six while undergoing treatment for glaucoma. From 1924 he studied koto under Ishii Shōsei and Hagioka Shōin I, and shamisen under Chibu Tose at the Tokyo School for the Blind. That same year he established the Shōsei-kai. He graduated in 1927 and completed his graduate studies the following year. From 1930 to 1981 he continued to teach, perform, and compose at his alma mater's music department. He received the Special Education Achievement Award from the Planning Committee of the Japan Sankyoku Association, as well as being awarded the Order of the Sacred Treasure, Fifth Class.
