Nagata Shisen was born in Tokyo, May 14, 1939. She studied Yamada-ryū koto and shamisen under Yamamuro Chiyoko, Takao Shōyō, and Kojima Shōsō, earning her teaching credentials in 1948. She belonged to the Shōju-kai and was head of the Shibayo-kai.
