Born in Chiba Prefecture, May 27, 1927, Nomoto Sakiyo (Nomoto Kazuyo) studied Yamada-ryū koto and shamisen under Fukuda Fukiyo. She graduated from the NHK 4th Term Ikusei-kai, and began teaching in 1960. She belonged to the Chiyomi-kai.
