Matsukawa Seizan (Matsukawa Tomio) was born February 28, 1911 in Yukuhashi City. He studied Tozan-ryū shakuhachi under Miura Taizan and Nakano Kōzan. He started teaching in 1935. Over his 40+ years teaching and performing he was a member of Tozan-ryū Chikuho-kai and Kitakyushu Sankyoku-kai.
