Born September 28, 1928 in Osaka Prefecture, Hosoi Reiho (Hosoi Sezuō) studied Chikuho-ryū shakuhachi under Sakai Chikuō (Chikuho I). He began teaching in 1951. He belonged to the Seibi-kai and was awarded the 1970 Expo performance commemorative award.
